Rat's idea: enforce a change of population of each faction every couple of turns. The decrease of work and combat-able people due to deaths in battles, diseases, old age and so on, and ppulation growth due to children growing up or previously neutral settlements being taken and integrated into the faction.

Well, variant I had proposed is oversimplified, but anyway you need something not too complicated. Because, when we will go into active phase, you would not be able to go for each detail.
Also: Even brilliant strategy can't piece out lack of firepower.

Amberlight thanks for the clarification. I think keeping track of your population is important, as depending on how long the game goes you could have a major change in population.
Everyone, can I first get some more ideas for random event encounters while scouting? That's what I need first. Combat isn't happening for most groups quite yet.

Our faction significant change in the numbers for us must be already in month. We in previous moves people, can be sent on a mission, count individually.
On events when performing a reconnaissance mission, I consider only two random events: the people lost on the mission, the people were not able to complete the mission and return. In most cases we will not know the cause of death of our people.
Chance accidentally find after a century survivor warehouse is very small. Near the settlement even less.

Just check out how a bunch of semi-literates beat the M1 Abrams in Iraq; a RPG right up the tailpipe tends to ruin your day really fast. I'd suggest disease and weather, mostly. They've decided the course of more battles than every general and every weapon the world over. Granted, that would be a boost to Minerva, because we can use tech to mostly overcome them... but things like solar flares would mess with all our satellites and radios, and probably not even phase the others.

The main question is where do they get the rockets? Those are rather hard to build after all.

Why do you think that they do need to launch sattelites into space?
I do already have a concept that might be used to build recoinassance/radio amplifier satellites, without need in rockets.

The lifetime of the satellite in orbit today about 10 years. Over the next 100 years the Earth even satellites in high orbits will be destroyed by evaporating the metal in a vacuum and radiation erosion.
