First, these are some great ideas and thoughts and I'm glad we have you on board
Ok some answers and some thoughts and some questions.
I don't know many of the numbers for ranges and accuracy. Probably take whatever we have today and double it? Well, double one of the numbers. Like a rifle is twice as powerful with the same distance. Or twice the distance with the same power, sort of thing. Somewhere around there. I really have no idea so if you want to come up with the numbers they're probably fine.
Our production is enough (and our stockpiles) that we shouldn't have to worry about having enough bullets and bombs and stuff.
We have renewable energy and fuel for travel, so we have fast armored trucks and even air travel (helicopters, planes, drones) that can maintain or supply lines, in my thinking.
Our energy for vehicles is probably going to be really good batteries powered by our advanced solar tech. Each village has enough solar to recharge the batteries for the trucks and stuff given at least a couple hours of access.
The deathbots are not an active threat in this invasion that we actually have to worry about, although Minerva is worried about them and would try planning for them.
Oculus would be able to have that kind of special forces yes. Some of the groups (Temples maybe, Khanate definitely) could have successful insurgent uprisings if we try for that.
For the purposes of our game we're assuming our ISR is really good. We'll be aware of basically all their movements, at least. We might not know their exact plans and stuff, but we'll definitely now what they are presently doing, and will have powerful AIs targeted at figuring out what they are doing (so every turn basically you can make a "dice roll" for figuring our/predicting something and I'll reveal what I know of their plans or something).
Our soldiers are pretty competent and committed to Minerva and what it stands for. They haven't fought armies, but they've spent years protecting their lands, people and families from raiders and aren't going to back down now. Especially when they get to protecting the lines around Minerva proper and all the civilians there.
We can certainly produce weapons and arm a lot of civilians. Many thousands if necessary. The 5000 number is the active military. But there are many that could be drafted and handed a rifle or taught to point the autoturret on the wall or etc.
We're assuming we have really good automated 3D printers and stuff to make all our gear, so equipment shouldn't be too much of an issue. I don't have exact numbers but it shouldn't be a problem to make a couple new tanks a week or something like that. Just don't go crazy
I like the plan of trying to get the Turkmen on our side. From their discussions, this might be possible. Your assessment of what they want is accurate. They haven't gotten it in the past because we were trying to offer it only if they joined us and became Minerva. But they could potentially be bought a la mercenaries if we promise and deliver on some of their wants and needs. Heck if they got a solid offer the stick might not even be necessary. Then they could attack and sabotage the other groups
I like the siege defense plan. We still will have to decide where the garrisons and etc in each zone are, so that the other groups can discover and attack them
RE our attack plans, we don't have to wait for them to come to us if we don't want to. In each weekly action you can propose a mission sort of thing, like a diplomat to the Turkmen, or an attack against the temples.
RE enemy numbers, in the "Planning" thread there are pretty good estimates. The Temples will have hundreds of thousands of crappy unarmed troops, and a couple thousand professional soldiers. The Neo-Russians will have several thousand well armed soldiers and equipment. The Mongols will have several thousand lightish cavalry. The Sons of Mohammed are kind of dead right now (need more people to plan them), but would have a couple thousand soldiers probably.
