We still don't know if it is possible at all. So I'd rather not put it in the setting.

Yeah, cold fusion is a little too sci-fi for a setting just shortly into the future like ours.

Or cos they might be right to debunk it! Let's be honest, if this was remotely true, the media would be ALL over it, cos it's the damn holy grail of energy at the mo! There have been a few energy scams lately, 'verified by third party' that were actually involved, either financially or academically invested. (Can't find links to examples right now, sorry. One was in Australia, another in India, another in US, off top of my head. All in last 3years or so).
Also, we do have nuclear power in satellites at the mo, but as the power source, not for thrust. Just so you know. It's a known use for alpha radiation sources. =) (amazing the crap you need to know to teach kids these days)

Russia is building a standard stationary plasma thrusters, today the main engine to maintain the orbit of heavy satellites. If such motor powered with electricity from a nuclear reactor, we get the project Russian Space Agency "nuclear interorbital tug." But it projects for interplanetary missions or lifting from low to high orbits, not to launch into space.
