Because Minerva has a strong taboo against nuclear anything. And nuclear charges are hard to make and require a nuclear reactor and a lot of other stuff. And it's not exactly reliable system either. I mean, getting propelled by the bombs... what could go wrong, huh?

Not bombs. Built-in nuclear reactor, with it and first refrigeration loop (Likely to be filled with something like hydrargyrum) isolated, while second loop is open and filled with something fluid.
Just like conventional chemical rocket - without fire.

Well... It can.
But the only project I'd heard of was containing build of 4,000 kilometers long electromagnetic catapult - long enough to divide Sahara desert into northern and southern parts. You should understand, how much money that would require and how many energy should be used just to maintain it.
Also, such unit would be greatly underused. That project I'd mentioned sayed that cargo could be launched every couple of hours... Or it was minutes?
Anyway, not much sense in such construction.

Well, there are some promicing nuclear engines, but although it has high specific impulse the thrust isn't that high. And it's jus too far away from being made, so unless Minerva spent a lot of resources on it - and I imagine the space wasn't a top priority. So it won't fit the setting.
