Already gasohol (mix of petrol and ethanol) is common around the world, as is bio-diesel. I find it hard to believe that some of this tech wouldn't still be available (well, the ethanol and biofuels at any rate). Is this an option for most factions? Also, wood burning doesn't necessarily mean big forests. Fast growing woods, like willow and bamboos are sometimes used, as well as sugarcane (which is why gasohol has been big in Brazil!). There will be regional equivalents (and GMO leftovers) available to most, I'm sure. =)

Turkmens might use animals, such as camels. It would be enough for daily purposes.
However, if you're planning to bring in a bunch of looted tanks and other vehicles... It's another story.
Castiel, these fast-growing woods will be planted by itself? NRF don't need these plants, Temples and Turkmens does not have fields to plant it. It might be a variant for Khanate/Sons of Muhammad, but even they barely need 'em - as Khanate extensively uses horses or their counterparts, and SoM, despite having risky geografical situation for growing agricultures, already owns oil deposits - 2 hundred and half years old, but still...

lead glass and sulfur folks. make some lead acid batteries. magnets and copper wires and you can make small turbines that will be able to be run by people power or horse power. although retooling industry to run on drive belts from a people or hose powered shaft is better. Remember, you only need electricity to run certain production means and for small segments of the population to use for geagetry while running things. no wide scale lights, no tv, no internet. no need for that much juice.
