А что если внутри управляющих групп будут люди, желающие присоединиться к Минерве? Просто, не думаю что в немаленькой группе людей все подряд будут разделять одну и ту же точку зрения - неприсоединения. Желание присоединиться у разных людей тоже должно быть вызвано разными желаниями: кто-то видел что такое Минерва и и как они (или она, не знаю как обозвать правильно) действуют, а кто-то понятия не имеет кто это такие и желает присоединиться только ради наживи.

Думаю, желающие присоединиться к Минерве по законам военного времени будут убиты. Там ведь именно война, а не собрание, анонимных и не очень, пацифистов.

Maybe the Russians want to take back 'lost' technology. They were capable of producing these sorts of machines before the collapse, why shouldn't they be allowed to now. But the don't have the time, patience, resources, minds to spare to develop their own. Or maybe they have the technology, but the raw materials are in Minerva's land?
Sorry I'm not adding much to this discussion. It seems the Russians on the board feel (understandably) strongly about this faction, and have already put in so many ideas! =)
