Are all Minervan miitary units equipped like Keleres, or only a few elite teams have this kind of high-end gear while other groups use less sophisticated armor and weaponry?
Scouts of our raider groups should'v seen different kinds of Minervan troops.

The troops you've seen (since you are far outside of Minerva borders) have always been Keleres like squads.
As you send in scouting parties (remember to tell me how they're traveling so I can estimate speed and distance they travel per day) you will discover more.
