And I agree that Theocracies usually aren't very good with science or innovation, but if you tell someone to mine ore or he's going to Hell, you usually get results. It's also one thing to steal from a government, and quite another to steal from your god. The problem that governments based on a movement have is that often the majority of the population are not in favor of the movement, just afraid of it, The dedicated Nazis in the Third Reich were somewhere less than half the population of Germany. You bring up good points, though, and we should have these discussions before we do the next game. |

You are completely absent such thing as a scientific potential and research, intelligence and counterintelligence.

Politics. In descending order of build point cost:
Theocracy--low defection/rebellion chance, low theft, high productivity, good army morale.
Communism/Fascism/other -ism--moderate defection, low insurrection, high theft, low productivity, moderate morale
Dictatorship--high defection/insurrection/coup, moderate theft, mediocre productivity, poor morale.
Democracy--constant political turmoil, low defection/insurrection, moderate theft, fair productivity, good morale.
(If threatened, National unity, low theft, high productivity, great morale--all until the threat ends)
Tribalism/warlords--constant feuding and backstabbing (sometimes literally), no army, just a number of mobs willing to follow someone who can provide good looting opportunities.
I think adding personality modifiers would add a lot of dice rolling, and people would probably as much as possible try to ignore the results they didn't like.
It also occurred to me that if there is a surplus here and a lack there there will already be traders/smugglers in operation. If the GM controlled them, that would be a good place for trade modifiers--including attacks on factions that tried to trade directly. That would be a lot harder for players to get around.
Amberlight came up with a "currency" for trading based on workdays needed to produce or harvest a product.

То есть заполненная таким оксиликвитом РГД-5 будет иметь мощность в 500 гр тротилового эквивалента при расходе бериллия в 30 гр. Снаряд, аналогичный по мощности гранате гранатомета РПГ-26, будет иметь массу 600-900 гр.
Оксиликвиты на основе древесины используются в горном деле и для наполнения авиабомб.

Ты представь, во сколько обойдется строительство подобной полосы заново. Я полагал, что мы долго будем вынуждены использовать гидропланы из-за отсутствия аэродромов (и шин, на момент написания авиационной программы у нас еще не было шин с Кавказа). А тут такой подарок нашелся "под елочку".  Алюминия на Бузулукском Механическом Заводе десятки тонн должны лежать. Самолеты интересуют. Но без ангаров за сто лет от них мало что уцелеет. А ангаров на аэродроме Бузулука нет. Так что даже смысла спрашивать не вижу. |

I assume you've coordinated this with the Turkmen as well.
Construction is going well. Probably finished next week.
Water search is going ok. Haven't found anything substantive yet.

Апдейт по ходу: поисковая группа прошла Бузулук и при беглом осмотре нашла то, что можно ожидать найти в заброшенном городе через сто лет после катастрофы. Нужно сделать список того, что там можно найти по нашему мнению, учитывая ситуацию.
По Самаре - по словам местных, там всегда было опасно, но последний раз оттуда кто-то вышел живым лет пять назад, после чего никто не возвращался. Но найти тех, кто там побывал мы не смогли.

Заметка на будущее:
Примерно в 50 км на запад от Оренбурга по трассе Р224 и примерно в 20 км на север от реки Урал находится поселок Переволюцкий. Из него можно на лодках сплавляться вниз по реке Самара, через Сорочинск, Тоцкое, Бузулук, на Самару.
Преимущество этого пути для нас в том, что лодки даже с подвесными моторами для нас намного, в десятки раз, дешевле вездеходов, при вполне сравнимой грузоподъемности и возможно скорости.
Плюс этот путь это рокада для западной границы. Пусть не для техники.

I forgot to specify the bunker near the middle of the known settlements of Minerva.
At this scale, it will be a point very close to the north west of the settlement. A distance of about 20 km.
I'll have to take Google Earth and jot it all game objects as additional layers.
