raid tactics for measuring Minervas response times if we go ahead with this.
set up scout over watch in hidden location
1 squad per town
split in half attack town on 2 side.
take out all armed resistance that is not Minerva forces (If Minerva force encountered withdraw)
cut communications (if possible)
course general may hem
withdraw after 10 to 15 mins
withdrawal maneuver:
scatter as raiders (2 person teams)
run for half hour then start evasion (ie cover/remover tracks, change course randomly, find cover etc.)
meat at pre determined location after 1 day and move to next target or continue withdrawal and evasion
