I agree with what you've got so far Dazim.
Trading with both neighbours (China and NRF) will give us supplies, but if we also include some brains in those caravans,we can scout what they're up to.
Return the info and any trade deals by bird? (Can we have homing Hawks like in Mulan, plzplzplz? Cos pigeons will get eaten up)this will hopefully get us the info in time to move quickly if we need to.
Calling in tribal war leaders for council will probably take a little while too, so if we're to take advantage of Minerva's withdrawal from the hinterlands, we need to get that done ASAP. We need the commitment from our tribes in place before we can start military actions, but this looks like a good time to push for more territory, as they've fallen back so we can fill the void.
I agree that we don't want to be the first to put our heads over the parapet (and get them shot off), but I think we still want to be able to move early enough that we aren't competing with our neighbours for space. It's going to be a tricky balancing act, I guess.
