In a world were oil is hard to find and were technologies have been lost, how make sure to power his vehicles ?

What are the best ways to power tanks, jeeps or APC ?
Trying to find oil ?
Bio-diesel or electric batteries ?

Personnally, I'd go for bio-diesel, but what are the best ways to produce it ?
