Both, it takes some co-ordination but artillery can be a very good thing to start a charge with, The viet kong didnt morter a base before an attack for nothing.
As for settlements since it appears mongolia was "barely" touched during the war as long as the capitol Ulan Bator stands i would assume that would be in use for its infastructure alone. However its normaly population being ~1,372,000 at time of writing i would suggest only the important buildings would be in use the rest picked clean and demolished/refurbished to make warehouses and area for livestock. I would also think that as long as the space between the mongol empire and the sea is not taken by a major faction or covered in fallout it would be a natural expanding point as a major settlement there would be almost natural(however this would probably expand our territory far enough to warrent a population increase so i suppose admin would want us to do this during the game(which is still a good move as it allows us to get more slaves as well as troops if we play our cards right.))
As for the farmers having settlements i would think they are largly migratory moving from place to place with their livestock setting up camp to harvest the crops planted last season before moving on. Not to say there arent traditional grain, rice or silk based stationary farmers but those would be based around larger settlements/ at points where there is demand for such things on mass. Mining settlements would be a thing as mineral extraction(coal, copper, molybdenum, fluorspar, tin, tungsten, some iron however that isnt a booming industry considering its abundance in the areas around, and gold(oil is also prevalent) is mongolia's biggest export industry at around %80 of all exports and along with agriculture and textiles one of the most profitable industries.
As for why if this khan was basicly Genghis 2.0 he would either be a smart man or listen to some very smart advisors although i would put my hat in with the first as Genghis Khan was known as a clever man who would seek knowlage from holymen of almost every sect around. And while he might be a brutal expansionist i dont think we should discount that fact.
As for who is the mod i have no preferance as i am mostly in the strategy discussion and since you were here before i was i would be in full support of electing you Khan as it were.
