I'm seeing the Khanate as a lot of small settlements based around the farmers' barracks and the farms. Ie a small number of Mongols (2-3 families?) guarding/ruling over a group of captive farmers, with the Khan's fighting force being made up of the sons from all these families.
As for why....being led by a megalomaniac with a thirst for conquest and the charisma to whip all this testosterone into a frenzy sound like a reason? Oh, that and Minerva have lots of shiny stuff we want! (And people to "enlist" as farmers and herders)
Only proper Mongol tribesmen can use the horses and sail buggies - after all, these cowardly farmers aren't descended from great warriors, are they?
