Minerva does have technology for terraforming/cleaning radioactive land.
But the knowledge that Minerva could clean the desert could come from the diplomats/spies they send, etc.

What the Turkmen lack in numbers they make up with military prowess. So I don’t think they may have “elite” troops.

Another question, for a tribe of 1000 people, how much shleter/bunkers will they need ? Four ?And how many soldiers to guard them ? How many people to run them ?
I think that big tribes were able to capture power and grow because after the Collapse they succeeded to find big (for 600-700 humans) bunkers, that maybe were built during USSR period or by Americans (in Ashgabad for example). They grew up faster than their neighbors and force them to respect their authority. Now women, infants and old people (about 500-550 humans) of big tribes stands in such shelters under guard of 80-100 soldiers. Men and children (350-400) are looking for something valuable in desert, make journeys for trade reasons. Small tribes have to build underground shelters with access to underground waters and travel from one such shelter to another. They enter it, drink all water there is and leave the shelter for their water resources to renew. Sometimes they have to ask their “big brother” for shelter.
And by the way, do we really need to invade? Maybe it is better to wait till other factions will kill each other and then take what remains?
