Really interesting question, how would the world look in the early 22nd century, after a brief nuclear exchange and then steadyily decreasing stability of society.
I myself live in Austria, we are neutral, so there is that (though it is not granted of course that we would not be attacked as well) . But I assume that if the Austrian government would have taken necesarry actions early enough, maybe even working together with Switzerland, it would have had enough time to secure the country to prevent large scale die-offs of the population. Most importantly, with the Alps, we have a steady supply of fresh water, that even supplies the multi-million city of Vienna, and those systems can even work without electricity. So even if there were larger blackouts, water supply would still be there, thus preventing possible outbreaks of diseases like Cholera and similar.
Also, the Alps can act as a natural barrier against invaders of any kind, so that would be an advantage too.
From what I see on your map, I would assume that the New Holy Roman Empire acts very similar as the original Holy Roman Empire, as that it is more of a confederacy of nations big and small that have banded together under one banner, yet most of the time keep to themselves.
Though I also wold have assumed that after the nuclear exchange in 2003 in your comic's timeline, the EU would have probably withdrawn some more from the US, trying to go its own way. And since 'just' London was nuked in this timeline, I would have somehow assumed that Europe would have been more stable (assuming no big war with Russia occured), and then European nations would have devolved into militaristic dictatorship of sorts, them being like 'We have to take hard meassurements to keep you safe and the evil hoards out' . But I guess your assumptions are also quite logical when you assume that some nations simply went downhill, dragging more and more regions with them until any kind of society was gone.
But as it was also mentioned in other boards throughout your website, you never really know if the leadership of Minerva is really telling the truth. Maybe Europe is really not a religous confederation, but instead a centralized militaristic dictatorship under Franco-German rule. We might never know. ^^
