Guys, let me to criticize you a little.
1.The faction, which you describe, is the NCR, but the population is smaller.
2. Power engineering. It is quite understandable that there is an atomic reactor in the capital / main bunker. But on the territory of the Russian Federation there are only two nuclear power plants - the Beloyarsk, eastern Ural areas, and the Bilibino, in Chukotka. Also there are several nuclear closed cities located Ural and near Krasnoyarsk, where the Rulers can take a lot of materials and fuel for nuclear power plants. If Dan do not like having more nuclear reactors, then water power plants and thermal power plants can be used. About the oil and gas deposits in Siberia I can say, that they are not fully explored now, so the Rulers can research it and produce fuel.
Large deposits of coal in addition to the Kuzbas are on the Taimyr Peninsula, the Chukchi Peninsula and in the Tunguska Basin. But less population locate there than in the oil regions of western Siberia. With an abundance of coal and energy, can solve the problem with fuel. Thats why if you want to locate territory of the Rulers closer to the Urals, it's better to locate near the lower Ob, but if in the center of Siberia, then in the Lower Tunguska area.
3. Communication and roads. Here again we will have to return to the location of the Rulers. The northwest Siberia is more developed than central Siberia.
4. Political and economic system. Utopian socialism, which built the descendants of Russian official and oligarchs? It's impossible.
5. Law and Justice. Hi USSR and North Korea.

1. Описанная вами фракция является советским НКР, только населения меньше.
2. Энергетика. Вполне объяснимо наличие атомного реактора в столице/главном бункере. Но на территории РФ за Уралом только 2 АЭС - Белоярскоя, сибирское приуралье, и Билибинская, на чукотке. А также есть несколько ЗАТО-атомграды на урале и около Красноярска, откуда можно взять много метериалов и топлива для АЭС. Если Дану не нравиться наличие больше одного реактора, то можно использовать ГЭСы и ТЭСы. Нефтегазовые залежи в сибири сейчас не до конца исследованы, поэтому Правители могут разведать их и производить полноценное топливо.
Крупные залежи угля помимо кузбаса есть на таймыре, чукотке и в тунгуском бассейне. Но там меньше населения в отличии от нефтяных районов западной сибири. Так что если нужно разместить владения Правителей ближе к уралу, то лучше в районе нижней Оби, а если в центре сибири, то в районе Нижней Тунгуски. Как говорили до этого, обилие угля и энергии можно решить проблему с топливом
