Or maybe when they caught the spy, the spy panicked and said that Minerva would come destroy them if they don't let him go. So now they feel that they have to declare war on Minerva before they come destroy them.
Once upon a time Russian army was attacking Afghanistan. The situation was similar, big, well equipped and well trained army was attacking small villages and shelters situated on dangerous area. Small village won't declare war with Russia and invade into it. First our soldiers died in a way:
A group of soldiers enters village. No one is attacking them, some children even smile friendly. They ask an old man where they can find water. He goes inside his house and give them pure cold water. Solders drink it and die in an hour or two. A small boy agrees to show them a way but leads them directly into a trap. That is how war with tribes is made.
I think Turkmen should have modified falcons for hunting. Or spying.
This falcons should be smart enough to tell what they ‘ve seen. I offer dogs and camels.
I don't think thex want to cross the desert, but maybe to establish themselve in the ruins of the arabian cities. Maybe they want to live there again, in peace, where nobody could attack them or bother them ?
So maybe they are looking forG.E.C.K a way to recultivate desert and go away from other and live in peace and quiet?

In my opinion, I think each of the members of the fourth faction should be the leader of their own tribe.
