I can see it perfectly : Ordinary people don't know how to drive a car or what is a cellphone, and so on, they only know basic things like how to make bread, etc. But when ordinary people enter the "temples" (in the location where the oil is refined, harvested, and where the weapons are built, and where the cars are repaired, etc) they work doing what the priests say to them to do and they listen to the office of the priests. I see it like a mass where instead of eating the body of Jesus they harvest the blood of Earth (oil) and build weapons from the body of Earth (metal). Priests are truly dictators. But people follow them because they are the only one with knowledge. they keep the knowledge in the temples.
So the temples are factories, in fact.
