Yeah i see.

They might have technology to fight but not really to face Minerva.
But they still try because of hungriness.

And how about because of things they saw in the south lands ?
Some people might have gone / been banished to those areas and came back with "bad news".
That could really make the Arabians a fearfull desperate faction.
