Ok, here is a map they made for themselves showing some basic things. For some of the other things you want, we can just assume you have a pretty good idea where they are. Tell me you want to target them and I'll assume you can.

I don't have time to be fancy in character, but the Oculus head puts forth a plan that emphasizes diplomacy, that we should never take a violence first approach, that that sort of approach caused our current situation by creating enemies that attacked us. They also strongly imply that Aegis is too weak to do the job successfully anyways, after their recent losses. Especially because we dont' have a ton in the way of airpower anyways. Mostly drones, some helicopters, maybe a couple planes. Minerva hasn't had a need for an air force beyond helicopters and drones mostly.
Glaucus head is all worried and stuff, and take a middle road. They allow you to prepare attacks and stuff, but won't allow us to shoot first, basically. They're scared and want to try peace first. But, they do allow you to prepare everything necessary in case the Russians turn violent.
Some things you do notice is that there isn't a ton in the way of anti-aircraft, but that they are fortifying their border a bit.
