I have an idea on them.
They could be a kind of theocracy, from an antic religion which the Caucasians decided to worship again after the apocalypse.
And the religion could be something that says they're superior to the others and they could fight to expand thermselves to bring their religions to other and so they need more oil. Or it's because the religion is older than all the others so it's more right than other believes.
It's really random, but I'd be happy to develop it more later.
