Minerva escaped the majority of the devastation of WW3 and came out afterwards at a high level of technology. Much higher than any surrounding group that suffered devastation and has to rebuild. So they have been a dominant force in the area for decades. Only recently are some of these groups starting to challenge them. They only exist still because they were far enough away for Minerva not to notice/care until recently when they have become more aggressive.
My story is based on the idea that almost all existing organizations fell apart after WW3. Minerva only survived because they were designed and prepared exactly for WW3 decades before it happened, so they prepared and survived in secret.

All Russian underground metropolitans are nuclear shelters, and all factories have a detailed (a bit more detailed for government-owned ones) plan of evacuation and re-purposing for military needs. Minerva's few decades of preparation are a child's play compared to that.
