Here is my suggestion for an-axing the independent tribes:
we send in a diplomat with scouts (2) and "request" that they help us in our goals in regards to Minerva. we offer a fair shear in land, tech and profit generated over the course of the campaign. the diplomat also makes clear what the consequences are for refusal of the request and offer is i.e being wiped out. the diplomat waits there response whether positive or negative and then leaves with the reply.
we have a large and overwhelming portion of our army within an hour of the tribe. the diplomat delivers the response of the tribe to the army.
if answer is positive the army moves on to the next tribe and collects the quoter (should be the same percentage of fighters we use from the main tribes) of fight warriors from the tribe.
if the answer is negative the army sweeps in tack out all resistance, enslaves those that are not fighters and have them distributed throughout the khanate, and distribute the warriors that surrender through the army under strict watch or enslave them. then the army moves to the next tribe.
the first tribe we hit should be the biggest and most likely to refuse our "request and offer". this will hopefully show that we are willing to work with the tribes and will to carry out all of our promises.
I think we should also sent the scouts to Minerva this week to at lest have an idea of what we are up aggenst and need to do in the coming weeks
